This year saw the launch of a number of new award categories at the National GO Awards. These were introduced to reflect the increasing recognition that procurement is about buyers and suppliers working together.
Small Business and Third Sector organisations delivering a service on behalf of a public sector body, were invited to nominate contracts where they had added value through adopting a creative or innovative approach, demonstrated a high level of collaboration/partnership with the buyer and provided services that exceeded expectations.
The Scottish Government's Aspire to Enterprise Project contract has been successfully delivering business advisory services to the third sector across Lowland Scotland since 2008 and as such, was shortlisted for this new category at the National GO awards in London, on 4 June 2009. In their application, the supplier indicated a number of very positive and mutually beneficial experiences of working with the Scottish Government procurement team. Comments included :
"The experience gained through the tendering process has been the best baseline experience for passing procurement skills on to their social enterprise clients".
"We have been fortunate to have had the patience and direction of our public sector commissioners. The lessons for the design and delivery of future contracts have been invaluable."
"Our relationship with the Scottish Government works on many levels; strong delivery through the Aspire to Enterprise contract is reinforced by the fact the supplier also operates beyond business development services, bringing sectoral wide knowledge and expertise to help the Scottish Government achieve its wider objectives."
