Legislation surrounding procurement
The Scottish Government website offers an extensive section explaining the general legislative framework governing public sector procurement.
By reviewing current contract arrangements and organisational supplier spend within Central Government, we are developing strategies for current and future collaborative procurement activity.
Central Government organisations, in common with other public sector organisations, must meet the requirements of EU public procurement directives which ensure open and fair competition.
Under these directives, we must advertise all contracts with a total value over £90,319 (for supplies and services) or £3,497,313 (for works) from 1 January 2008 in the Supplement to the
Official Journal of European Union (OJEU).
Increasingly Public Sector Organisations are advertising Below Threshold Contracts. These adverts may appear on this website and the National Advertising Portal,
Public Contracts Scotland
These adverts enable you to express an interest in the majority of Central Government contracts.
Interested parties will then be evaluated and short listed to be issued an Invitation to Tender. The outcome of this process will be to award Framework Contracts for between 3 and 4 years for use across a number of collaborating Central Government organisations in Scotland.
Suppliers wishing to tender for Central Government Colaborative Contracts should go to Contract Opportunities for a list of current contracts out to tender.
