Procurement Scotland was formally launched on Thursday 6 March 2008 by John Swinney, Cabinet Secretary for Finance and Sustainable Growth.

Procurement Scotland is tasked with developing and implementing procurement strategies for National Category A commodities on behalf of all Scottish public bodies. It was established in response to the Review of Public Sector Procurement in Scotland (published in 2006), which views national and sectoral Centres of Expertise as the major vehicle for driving collaborative, advanced procurement in the public sector.

Procurement Scotland's vision is to 'contribute benefits to the people of Scotland through the development of efficient and effective national procurement strategies'.

APUC (Advanced Procurement for Universities and Colleges) works in close partnership with Scotland's 62 colleges and universities to support their teaching, research, social and commercial objectives through the provision of advanced, collaborative procurement services and systems that draw from best practice and deliver demonstrable and sustainable value for money. The eProcurement Scotland service (ePS) is one of the most comprehensive and successful Public Sector eGovernment initiatives in the world. ePS is enabling the entire Scottish public sector, including central government, local government and the NHS to win the cost savings and efficiencies of eProcurement. It is a fully hosted and managed 24 x 7 eProcurement service which supports the full purchase to pay cycle' providing a range of services including e-sourcing (electronic tendering and auctions) and transactional purchase to pay solutions.
